The Ministry of Planning, Development and International Cooperation (MoPDIC) was established in 2023 As part of SSC-Khaatumo’s First Democratically elected Government in Sool Sanaag and Cayn region. Formerl known as the Office of Planning, MoPDIC remains central to policymaking Evaluation and setting Development goals of SSCKH.
The Ministry of Planning, Development and International Cooperation (MoPDIC) is now part of the reinvigorated government institutions in SSC-KH. One of the primary focuses of our Ministry is the operationalization of the SSC-KH’s key state peacebuilding and Security and economic development of the region.
OPDIC to MoPDIC
The transition from the Office of Planning (OPDIC) to the Ministry of Planning (MoPDIC) marks a significant step forward in the regional state’s governance framework, reflecting a strategic alignment with legislative directives aimed at enhancing administrative efficiency and coherence. By adopting the title of “Ministry,” the institution elevates its status and underscores its pivotal role in spearheading developmental agendas within the region. This name change signifies a commitment to harmonizing administrative structures with federal counterparts, fostering greater coordination and synergy in planning and policy implementation processes.
Moreover, the rebranding underscores the Ministry’s expanded mandate and enhanced responsibilities in driving socio-economic development and strategic planning initiatives at the regional level. With a broader scope encompassing planning, development, and international cooperation, MoPDIC is poised to play a pivotal role in shaping the region’s future trajectory.

Mandate
The Ministry of Planning, Developmt and Intl. Coop.
The Ministry of Planning, Development and Intl. Coop. (MoPDIC) is the State institution responsible for informing the country’s socio-economic vision and turning it into practical policy actions to support macroeconomic stability and sustainable growth. It spearheads the overarching national planning, investment promotion, and economic coordination through sector-wide development, resource planning and effective service delivery.
The Ministry is responsible for macro planning and the coordination of development priorities and activities at the State level and in close coordination with the Federal Member States as well as national and international development and humanitarian partners. The Ministry also takes lead in monitoring the direction of socio-economic development in SSC-KH through macro-economic and sector strategic plans.
