About Monitoring & Evaluation
The Monitoring and Evaluation (M&E) department within the SSC-KH’s Ministry of Planning, Development, and International Cooperation (MoPDIC) plays a crucial role in ensuring the effective implementation and assessment of developmental initiatives across the region. One of its primary functions is to establish robust monitoring frameworks to track the progress of projects and programs in alignment with predetermined goals and targets. Through systematic data collection, analysis, and reporting, the M&E department provides valuable insights into the efficiency and impact of interventions, enabling decision-makers to make informed adjustments and optimize resource allocation for maximum effectiveness.
Additionally, the M&E department is responsible for conducting comprehensive evaluations to assess the outcomes and impacts of various development interventions undertaken by the ministry. These evaluations involve rigorous assessments of project outcomes, including their socio-economic benefits, sustainability, and alignment with broader developmental objectives. By conducting thorough evaluations, the department not only facilitates accountability and transparency but also identifies lessons learned and best practices that can inform future planning and programming efforts. Overall, the M&E department plays a pivotal role in enhancing the efficacy and accountability of development initiatives, ultimately contributing to the region’s sustainable socio-economic growth and development.

Department of National Monitoring and Evaluation provides guidance and leadership across SSC-KH and Development partners to ensure proper coordination and oversighting of Projects/ Programs through Monitoring and Evaluation. The Department is set to monitor and evaluate all public interventions in a Result based performance manner, with a comprehensive way.

To enhance collaboration and coordination between SSCKH, and FGS s M&E systems, provide stockholders real-time data with evidence based for decision making proposes.
Mission
MED Achievements
- Development of National Monitoring and Evaluation (M&E) policy.
- Development of National Monitoring and Evaluation (M&E) policy.
- Development of standard data collection tools to collect and analysis of M&E data from MDAs and FMS and Banadir Regional Administration.
- Capacity building of MED staff through in-house training, study tours, workshops and specialized courses such as digital data collection, data analysis and report writing provided by development institutions.
- Conducted regular Joint Monitoring and Evaluation with humanitarian and development partners such as UNICEF, Somalia Resilience Programme (SomReP) and Building Resilient Communities in Somalia (BRCiS) programs in Somalia.
- Development of National Monitoring and Evaluation Integrated Framework (NIMEF) for the NDP-8 and NDP-9.
- Mid-Term Review of the NDP-8 to inform the development of the NDP-9.
- Conducted regular Performance Reviews of MDAs’ Annual Workplans. Development of the Annual Progress Reports (APR) 2020 as a benchmark component
- Development of the Annual Progress Reports (APR) 2020 as a benchmark component in reaching the decision point under the Heavily Indebted Poor Countries initiative (HIPC) for Somalia’s debt relief process.
- Conducted the 5-Year Performance Review of MoPIED.
- Ongoing development of a National Integrated Management Information System (MIS) to enable real-time tracking and reporting of national programs. The system is aimed to be functional by the end of 2022.
- Ongoing Mid-term Review (MTR) of the NDP-9 which is aimed to be complete within 2022.
